Oh, good heavens no! That's not what it means at all!
Making it paid means I'm planning to pony up the $25.00 and pay for the community for a year, so when the limits are put in, the users will be able to most more often. There's no charge to the users for that, it's strictly voluntary on my part. I believe there are other benefits as well, such as being able to do nifty things to the page and such.
I want more and better access, that's all. Less limitations.
